This Charter endures bottom level approach with an appropriate shifting of greater powers to local actors. Let’s create massive awareness on C4C and encourage NGOs to sign, endorse and fully implement the commitments.

This is the only charter which can ensure bottom level participation, highest level of value for money, accountability to the community, honor to the receiver, least cost for programme support action, more coverage with little resources, real planning and real humanitarian task. Hope for the real execution.

-Localization fund of the total humanitarian fund, by 30% on 2030 and 50% on 2050.
